From Planning to Action

The Amanat Rektor UiTM Cawangan Pulau Pinang 2021, delivered during the challenging period of the COVID-19 pandemic, set out a roadmap for moving the campus from planning towards disciplined action and implementation. While aligned with UiTM’s longer-term aspirations towards global excellence, the address emphasised that strategies and policies only become meaningful when they are translated into action at the branch level. This was expressed through the “30/70 Model”—30% devoted to policy review and alignment, and 70% focused on implementation, initiatives and deliverables at the cawangan.

The strategic direction was grounded in both national and institutional values. The Rukun Negara and Falsafah Pendidikan Kebangsaan provided the larger foundation, while the values of Excellence, Synergy and Integrity, together with UiTM’s **IDART values—Ilmu, Disiplin, Amanah, Rajin and Tanggungjawab—**were emphasised as essential to translating plans into meaningful outcomes. Digitalisation, Industrial Revolution 4.0 and more agile ways of working were similarly positioned not as ends in themselves, but as enablers for improving university services, education and institutional performance.

The address also highlighted the importance of responsible stewardship of limited resources. Guided by the principle of “do more with less,” UiTMCPP continued to pursue income generation and strategic infrastructure improvements despite financial constraints and the disruption caused by the pandemic. These included significant improvements in internet bandwidth and wireless coverage, alongside upgrades to campus facilities and sustainability initiatives. Such improvements demonstrated that constraints need not prevent progress when resources are managed strategically and collectively.

For 2021, the emphasis shifted towards Global Competency, supported by measurable performance indicators, research and publication, quality education and stronger execution of the campus Strategic Action Plan. Importantly, performance targets were presented as the minimum level to be surpassed rather than a ceiling to be reached. The message encouraged every member of the university community to recognise that institutional excellence depends upon collective contribution—an organisation progresses when its people progress together.

A particularly important principle underlying the address was Continuous Quality Improvement (CQI). Every department was encouraged not merely to conduct programmes, but to continually ask whether those programmes created genuine and lasting impact. Quality, improvement and meaningful outcomes were to take precedence over activities undertaken simply for completion or reporting. At the centre of this responsibility were the students—the university’s “reason for being.”

Ultimately, the Amanat Rektor 2021 was a call to move from strategy to execution, from individual achievement to collective excellence, and from conducting activities to creating measurable impact—while remaining grounded in integrity, amanah and responsible stewardship.
